The proposed easement will connect existing fiber optics line to the north and south to the new Trunk Road alignment. The borough owned parcel affected is Tax Parcel D015, located within Section 34, Township 18 North, Range 01 East, Seward Meridian, AK. Matanuska-Susitna Borough Public Notice MSB# 006498 Application to Purchase Gravel As a nearby property owner or interested party to the area in this notice, the borough is asking for your comments. If you have any comments please mail or deliver them to the borough offices at the address indicated above, or by email to the address below no later than August 20, 2010. The Land and Resource Management Division received an application from Bristol Construction Services LLC. (Bristol) to develop a gravel extraction site and purchase gravel from the Matanuska-Susitna Borough in the Point MacKenzie area, tax parcel number 14N04W23A001. Bristol requests to develop a 39 acre gravel extraction site and operate up to five (5) years. The final site plan is proposed to be a level configuration, not a pit. A Resolution regarding this proposed gravel sale will be submitted to the Real Property Asset Management Board for their consideration proposed for the September 13th meeting. The LMD will prepare a material (gravel) sale contract in accordance with borough code MSB 23.10.120 for the Assembly’s consideration. The material sale contract is expected to exceed $25,000 in royalty payments to the borough therefore Assembly approval is required for the contract. The contract will require an operation plan, reclamation plan, liability insurance, performance bond and a deposit (prepayment) for gravel. The borough will receive royalty payments based on fair market value for gravel extracted and removed from borough-owned property. Concurrently an application is being submitted to the Planning Department for a Conditional Use Gravel Extraction Permit (CUP), MSB 17.30. The CUP requires Planning Commission (PC) and Assembly approval. This process will take several months to complete (a minimum of two (2) months). Due to the timelines for the two different legislative actions (MSB 17.30 & 23.10), the LMD cannot, at this time, provide estimated dates of meetings or approvals.
