View Weekly Construction Updates

Project Scope:

The Goose Creek Correctional Center is a new, $240 million, 1,536 bed medium-security correctional center for long-term male felony offenders. The new facility will be constructed on a 330-acre tract located at the intersection of Point MacKenzie Road and Alsop Road, approximately nine miles from Port MacKenzie. The project is a joint effort between the Matanuska-Susitna Borough and the State of Alaska Department of Corrections.

This is one of the largest vertical construction projects that's ever taken place in Alaska. It's like building an entire university campus at once.

Goose Creek Correctional Center will include 430,000 SF of buildings on a 135-acre cleared compound. The compound will have five separate buildings; the two largest buildings will be general housing units and a program supports building. Neeser Construction, Inc. was selected as the Design-Build team, and the project is currently in the Design Development process.

Project Update:

Design Complete. Neeser Construction, Inc. (NCI) has completed the Construction Documents (CDs) and received final building permits for all five buildings: Outside Administration, Warehouse, Vehicle Maintenance, Support/Visitation and General Housing.  Design of the Field House in the recreation yard was recently completed.

Construction Progress. All buildings except General Housing are enclosed and weather-tight with all interior walls installed.

  • Support/Visitation: Electrical/mechanical rough-in, door frames and window frames, doors, insulation, gypsum wall board (GWB), and painting are ongoing. Kitchen and laundry equipment installations are in process. Final painting is in process throughout the building. The Contractor is finishing trim for mechanical, electrical and plumbing (MEP), working from SV1 toward SV4.  
  • Outside Administration: Small pickup GWB work is remaining. Finish painting is about 85% complete, including accent colors. Electrical/mechanical rough-in continues. Elevator installation is complete. Block work for the Entry Control Officer Room is in process. Window frames for the Control Room are installed with glazing pending.  MEP finish trim has started.
  • Warehouse: Windows and overhead doors are complete. Electrical/mechanical rough-in, GWB, and painting are complete. Installation of the refrigerator and freezer are complete with only MEP connections remaining. MEP finish trim is in process with light fixtures being installed.  Installation of pallet racks for the Central Storage area is about 70% complete.  Concrete floor sealing is about 25% complete.
  • Vehicle Maintenance: Electrical/mechanical rough-in is complete. Painting and FRP paneling are in process. The stand-by generator final connections are in process.
  • General Housing: NCI is working north to south. Deep utilities were completed. Installation of spread footings, shallow utilities and the main area concrete slab are complete.  Foundation footings along the perimeter and between housing units are 75% complete.  Insulated concrete sandwich panels are 80% complete with 60% tilted in place.  Steel roof trusses and light monitors are erected through H3.  Roof decking is installed on H1 and H2 with H3 in process.  Roofing is 50% complete for H1 and H2. CMU block work in H1 central area and concrete cell form work are in process.
  • Sitework: Topsoil was placed on the recreation area ball fields. MEA energized their transformer.

Infrastructure. MEA’s permanent electrical service is ready for activation. The Assembly approved the Water/Wastewater DBOF agreement with Valley Utilities LLC and the contract was executed. Earthwork has begun with excavation for the equalization tank and waterline grubbing started.

The project is 49% complete and on schedule.

The daily average NCI construction crew count for the month of June was 273, up from 265 in May 2010.

Water/Wastewater Facility Infrastructure. Valley Utilities LLC is constructing the Water/Wastewater Facility. Construction of all four of the major elements, well field, pipeline water plant, and wastewater plant is in progress. Valley developed the five new production wells. Initial concrete work started on the water plant. Installation of 20” ductile iron pipe for water is 15% complete. Valley completed the water and sewer line tie-ins from the GCCC site into the building footprints for the WWF facility. Equalization tank work is mostly complete with building foundation work in process.  On June 18, 2010, most of the MSB obligations were transferred to the State under a novation agreement. Subdivision of Tract 3 Point Mack was completed with the sewer facilities to be on Tract 3A and the water facilities to be on Tract 3B.

Upcoming Activities

July 2010:

  • Continue interior build-out at Support/Visitation. Complete central plant boiler installation.

  • Continue interior build-out at Outside Administration. Complete majority of wall painting.

  • Continue interior build-out at the Warehouse. Complete majority of  Warehouse racking.

  • Continue interior build-out at Vehicle Maintenance. Energize main electrical switch gear.

  • Continue General Housing slab, cell walls, structural steel and roofing. Complete erection of concrete wall panels.

  • Water/Wastewater Facility - continue pipeline, water and sewer concrete. Complete sewer treatment building equalization tank and start well drilling.
