Mission Statement

Our mission statement, in compliance with our Constitution, calls for three items to be incorporated into our management and our facility design. These are guiding principles as the new facility takes shape.

  • Secure confinement
  • Reformative programming
  • Community reintegration

The new facility will be designed and constructed as a prison for long-term sentenced prisoners. In the near term, it will also need to provide overflow capacity for un-sentenced prisoners from local pretrial facilities until additional jail beds have been constructed.

We will employ a combination of Unit Management and Direct Supervision; the prisoners will be accountable for their day-to-day activities. Within the activity schedule of the new facility, we will mirror a regular societal existence to the extent possible while maintaining security protocols. The perimeter of the facility will be very secure to allow movement and accountability on the inside.

Future expansion is always a possibility, and while siting the buildings, consideration should be given to future programs and support areas.

Our philosophy is to keep the prisoner population busy with work details and programs. Our goal is successful community reintegration. To this end, transition between facilities will be important as will transition from the facility back into the community.

–Commissioner Joe Schmidt
