Hatcher Pass - Government Peak Unit: Asset Management & Development Plan

The "Hatcher Pass – Government Peak Unit Asset Management & Development Plan” developed by the MSB, provides a general direction for the phased development of the numerous trails, skiing areas, and other recreational facilities in the Government Peak Management Unit.  This Plan also provides management intent and management guidelines that are more specific to these developments than that provided by the Alaska, Hatcher Pass Management Plan.

Consistent with the Hatcher Pass Management Plan, this Asset Management Plan is a blueprint for how and where recreational, commerical , and residentialdevelopment can dovetail to create a high-end residential community with year-round recreation at its doorstep.  Because most of the usable and developable land for various recreational facilities is owned by the Borough, the revised Hatcher Pass Management Plan recognizes that many of the management decisions in the Government Peak Unit will be made by the Borough and in some cases jointly by the Borough and State.

The State supports the efforts of the Borough in its development of these recreational facilities. The Hatcher Pass Management Plan which was developed and adopted by the Alaska Department of Natural Resources in 2010 helps facilitate the development of these recreational amenities. The Borough actively participated in the development of that plan.

Consistent with a litigation related settlement agreement, the land owned by the Borough must be managed consistent with the Hatcher Pass Management Plan. As a result of this settlement, the Borough adopted the Hatcher Pass Management Plan as well as this Asset Plan. The Alaska Department of Natural Resources, prior to Assembly consideration, found that this Asset Plan is consistent with the Hatcher Pass Management Plan.

Development Feasibility Study

The Hatcher Pass Development Feasibility Study is a technical reference only, and is not to be construed in any way as a policy document.  The study focuses entirely on the southside of the Governement Peak Unit, where the Borough has recently constructed new recreation trails along with an access road and trailhead parking.  This study was conducted between 2003 and 2010 in order to obtain information regarding the geotechnical, geologic and hydrologic conditions in the area.  This study served not only to assist with the design of the first phase of the recreation project, but also helped to determine areas suitable for future residential and commercial development, as described in the Hatcher Pass - Government Peak Unit Asset Management & Devleopment Plan.

Hatcher Pass Snowmobile Parking

A consultant for the Matanuska-Susitna Borough (MSB) has prepared a  report on how to spend  $325,000 for constructing or improving parking and trailheads for snowmobilers in the Hatcher Pass Management Area.

Management Plan (2010)

The Hatcher Pass Management Plan (2010) covers a large geographic area (301,310 acres), there are specific provisions for the management of the Government Peak Management Unit (8,060 acres).  This plan was developed by the Alaska Department of Natural Resources with significant MSB involvement.  The management intent and management guidelines in this plan apply to all borough and state land in the Unit.

Record of Decision (ROD)

The  2011 Record of Decision deals with the construction, mitigation and operation of the access roads, parking lots and transit facilities in the Management Unit.

The 2011 Record of Decision (ROD) for the EIS found that the proposed project included the following improvements with consistent with the Environmental Protection Act, provided certain mitigating factors were followed:
