Project Management Highlights
Trunk Road Extension South ($750K)
The consultant began the preparation of the Design Study Report (DSR). The DSR is formal report which documents alternatives and recommends a preferred alignment for further investigation and design.
Parks Highway Connections-Museum Drive ($3MM)
MSB is negotiating for the necessary ROW to construct the road improvements. Completion of the final design is pending ROW acquisition.
Both Machen Road and Museum Drive are integral components of the Alaska Department of Transportation & Public Facilities (ADOT&PF) Parks Highway, Lucus Road to Pittman Road project. DPW continues to coordinate with ADOT&PF in their preliminary engineering and environmental documentation phase of the design.
Parks Highway Connections-Machen Road ($3MM)
MSB continues to negotiate and prepare documentation for the acquisition of rights-of-way (ROW) necessary for the road improvements. Completion of the final design is pending ROW acquisition.
Bridge No. 1782, Willow Creek ($1.9MM)
DPW received Alaska Department of Transportation & Public Facilities (ADOT&PF) - Bridge Section comments on June 21st. There will be minor changes to the plan set based on these comments. Permit modifications requested by the Alaska Fish & Game (AKF&G) were incorporated into the design and the consultant provided a revised probability of construction cost.
Bridge No. 1709, N. Meadows Road over Little Susitna Tributary
This bridge replacement project is advertised for construction. The bids are due January 5, 2012. Construction is expected to begin in the spring of 2012. (Estimated cost to be determined after bid opening.)
Port MacKenzie Access Road ($5MM)
This federally funded project will reconstruct the existing road from the port facility at MP 23.0 to MP 21.8. Improvements include construction of a special drainage flume, vertical grade improvements, increased widths for shoulders, paving, guardrail, signing and striping. A majority of the work was completed during the 2011 construction season. The rain did slow the contractor down a bit. The contractor has stabilized the site and is shut down for the winter.
Park & Ride Bus Stop Shelters ($1.4MM)
This project includes a 140 space park & ride area and ten bus stops with shelters located in the Palmer and Wasilla areas. The Seward Meridian Park and Ride is substantially complete. Commuters have begun parking in the lot. Most of the other bus stops are nearly complete. Installation of the shelters is complete.
Bogard Road Extension East ($11MM)
Project activity continues to focused on ROW acquisition. Decisional documents have been prepared for parcels which purchase agreements could not be reached.
ADA Parking Access, 3 Schools ($300K)
A project has been developed to provide adequate accessible ADA parking at Snowshoe, Pioneer Peak and Big Lake Elementary Schools. Five ADA parking spaces, with one being van accessible will be constructed at each site providing safer parking for persons with physical disabilities which will be closer to the entrances of each school. The design for this project is being produced in house within Public Works. Coordinating with MTA to eliminate any conflict with future fiber optic cabling to be installed at school sites. It is anticipated this project will be advertised this winter with construction to be completed during the summer of 2012.
Caswell Lakes Station 13-1 ($200K)
USKH surveyed Lot 15 Block 6, a 4¾ acre parcel in Hidden Hills Estates to provide monuments at the property corners, flagged the lot lines, collected data to show topography on the as-built survey and stake a well site. A site meeting was held with Assembly Member Vern Halter and representatives of the Caswell Lakes Board of Supervisors to discuss the site plan and strategies for developing the parcel. A subsequent meeting with the full Board will be held on August 10th to determine the building type and size for the new fire station to be constructed in the 2010 season. The acquisition of the parcel is the culmination of a three year effort by this close knit community to find a home for this badly needed public safety building.
Standby Generator Sets - Stations 2-2, 7-3, 11-2 ($200K)
Contract executed with Alaska Electric and Control for $202,481.68 to furnish and install standby generator sets at fire stations 2-2 (20 kW), 73 (40kW) and 12-2 (20kW) in progress. AM drafted to include 40 KW set at Station 82 Horseshoe Lake.
Brett Memorial Ice Arena Upgrades ($230K)
Multiple upgrades are needed at the Borough's only Ice Rink. Primary among these upgrades is a De-Humidification System. During various times of the year, humidity in the ice arena is problematic. A de-humidification system will eliminate this issue and help lengthen the useful life of the facility. RSA Engineers has completed the design for this segment of the project. Two other upgrades have been combined into this project; Interior Wall Repairs & ADA Door Operators. The scope of the interior wall repairs is to cover the fire retardant on the end walls of the ice rink which has become very unsightly over the years. This task will dramatically brighten the interior appearance and improve the acoustics as well. The ADA Door Operators will facilitate entrance to the Rink for disabled patrons. The combination of these tasks into one project should result in efficiencies both in time and total cost. Lastly, this project will improve the overall appearance and functionality of an aging facility for the benefit of the patrons. A 95% design submittal for these additional upgrades has been received. The design process is progressing on schedule.
New West Lakes Station 7-3 Land Acquisition ($580K)
Water well drilled with sufficient production (37.5 gallons per minute) to satisfy conditions of purchase agreement. Land Management Division proceeding with acquisition.
Old West Lakes Station 7-3 Improvements ($400K)
35% design drawings in progress.
Butte and Snowshoe Elementary School Roof Design Replacement ($300K)
95% design to be modified to accommodate School District O&M request to apply TPO membrane in place of PVC.
DSJ Administration Building Addition ($7.2MM)
On June 7, 2011, the Mat-Su Borough Assembly adopted a resolution to have a preliminary design for a building addition accomplished for their review and approval. The scope of work includes a public meeting hall, clerk, attorney, manager, mayor and assembly office/facility needs with a construction budget not to exceed $7.2M. The architect of record was awarded a contract on July 12, 2011, to provide a schematic design and preliminary site investigation. A schematic presentation was then presented to the Assembly September 29th and was approved to move forward. Contract award for a complete design was approved by the Assembly October 18th. The design process is now 35% complete and will be ready for January/February 2012 advertisement for construction spring of 2012.
School District Administration Building Roof Replacement ($200K)
Fascia detail design selection made by District Superintendant. 35% design documents are being modified to accommodate School District O&M request to apply TPO membrane in place of PVC.
Station 52 Fencing and Landscaping ($31K)
Contractor Carte Construction’s contract is executed and construction is in progress.
Port MacKenzie Barge Dock Expansion ($3.6MM)
Phase I of the Port MacKenzie Barge Dock Expansion is complete. Phase II, orginally comprised of vibracompaction of the borrow dike and embankment of a three-foot thick cap on the dock surface has been awarded to Swalling Construction. Geotechnical study and standard penetrometer testing produced datum that the engineer of record for design of the dock expansion concluded the vibracompaction effort would not be necessary to achieve intent of the design regarding density of the dike. Construction has been completed on embankment of the Type A material cap. Final grading is complete. Surveyors performed a final as-built survey. Total material hauled for the cap tallied in at nearly 64,000 tons. The material was extracted from the Alsop Pit off Point MacKenzie Road. Consideration to add additional items to the scope has been requested of the granting agency. This project is funded through an American Recovery and Reinvestment Act grant ($3M with $1M in-kind match), and a State of Alaska grant ($750K).
Fred & Sara Machetanz Elementary School ($14MM)
The design for this elementary school, the first LEED-Certified school in Alaska, won the Pinnacle Award, which is given to the best school design in the North west Region of the Council of Educational Facilities Planners International.
Finger Lake Elementary School Roof Replacement ($0.5MM)
GDM has resolved a major issue with manufacturer warranty and metal roof gutter. A successful design review was completed on October 25th. GDM's investigation found the metal roof in excellent condition; however, the gutters and eaves require work, which will cost over $1.5MM less than was estimated to re-roof.
Flooring Replacements, 8 Schools ($3.1MM)
A request For Proposal has been advertised for flooring replacement at Palmer High, Palmer Jr. Middle, Snowshoe Elementary, Tanaina Elementary, Finger Lake Elementary, Colony Middle, Cottonwood Creek Elementary, and Butte Elementary Schools. The scope of work is comprised of approximately 185,000 sq-ft of carpet replacement, 20,000 sq-ft of resilient flooring replacement, and 8,000 sq-ft of gym floor replacement. Several areas have been identified which will require abatement of asbestos. A contract has been negotiated and executed with GDM Architecture and Planning for the design and hazardous material assessment. Several carpet lines are being selected which satisfy the MSBSD Facility Design Criteria Manual. The gym floor to be replaced at Colony Middle School (CMS) will be advertised as a separate project. This CMS gym floor will be removed prior to the construction bid to determine the moisture mitigation measures and to specify a new replacement material. This is necessary, as there is a severe moisture issue in the gym. Both solicitations for construction are anticipated to be advertised in January/February time frame with work to begin in the winter of 2012, and completed in the fall of 2012.
Houston Middle School Roof Replacement ($2.4MM)
GDM completed a thorough investigation and has remained on schedule. It was determined to replace the 25-year old (+) cedar shingles on the eaves with a more sustainable and fire-resistant product. HMS will be re-roofed in 2012.
EMS Palmer Ambulance Facility Improvements Station 3-9 ($100K)
Specifications and construction drawings submitted by Wolf Architecture reviewed and returned to A/E for revision.
Palmer High School Field Turf ($1.3MM)
Legislative grant funds were received in fiscal year 2009 and 2012 that should be sufficient for a full field turf install at Palmer High School. Design service proposals were due October 3rd with USKH selected for design services. The first design review meeting was Dec 8th with a turf system selected. Design is in progress and will be advertised this winter with a spring 2012 start date.
Palmer Junior Middle School Roof Replacement ($5MM)
USKH is on track to complete the design on schedule. Re-roof of PJMS will be completed in 2012. It was decided to use an 80-mil TPO membrane in order to obtain the 30-year roof warranty, as TPO is considered the most durable roofing membrane material. Rhino-bonding will be used at installation, which will increase the warranty's wind uplift limit.
Sutton Community Resource Center, Design Services ($300K)
Architects Alaska is the designer for the new Sutton Library Community Resource Center. The contractor is Collins Construction, who has successfully built many facilities for the Borough. The total initial award amount was $2,409,186. The clerestory has been framed and sheetrocked. The metal roofing is complete. All windows are in and the insulation is complete as is the interior framing. Installation of the siding is nearing completion. The mechanical rough in inspection was conducted 12/16/11 and went well. The mechanical work is progressing and finishing the sheetrock is underway.
Wasilla Middle and High School Roof Replacement (10MM)
Due to the close proximity of Wasilla Middle and High schools, these two projects were bundled together for design and construction to reduce design fees and cost of construction. A complete evaluation of both roof systems has been completed with recommended corrections presented to borough and school district staff. Design of new roof systems is 35% complete with a goal of advertising by February for summer 2012 construction.
Swanson Elementary School Generator Upgrades ($50K)
The purpose of this project is to add emergency lighting throughout the facility to the back-up generator. This will allow the school to remain operational during extended power outages. A contract has been awarded to HZA for design, which is now 100% complete. A second grant did not come through in the FY12 capital budget leaving this project underfunded.
School District Safety & Security Bonds - Upgrades ($14.2MM)
TECHNOLOGY PACKAGE
ATS Alaska has installed over 500 cameras, duress buttons, and keyless entry systems at 48 school sites. The project is approximately 99% complete overall. All school site video surveillance systems are operational and substantially complete. The remaining work includes security upgrades at the Correspondence School and replacement of 220 sets of door hardware, because many solenoids failed to work properly. This work is covered by the manufacturer’s warranty.
The School District requests we modify this contract by having ATS AK install intercom cabling at Burchell High School and a Visitor Management System into all schools. The Visitor Management System will allow each school's administration better access control, through digital verification of visitors' names against State & Federal files of undesirable individuals, including registered sex offenders.
Fire Alarm Replacement at Ten (10) Schools ($3.4MM)
AMC Engineers has completed the investigation and 35% design in September. The 95% design for the seven elementary schools was completed on December 2nd. The 65% design for two middle schools and one high school is nearly complete. We are on schedule to award these for construction in 2012.
Talkeetna Water Filtration (1.8M)

Phase I of this project involved the installation of a water treatment plant which has been operational since April 19th, 2011, under a temporary permit issued by AK Department of Environmental Conservation. Phase II of this project is required by the grantor (USDA) and involves the installation of water meters at all connections to ensure system integrity. A contract award to HDL for professional services related to the meter install was approved September 6th, with work in progress. Meter install will be advertised this winter for a spring/summer 2012 installation.
Academy Charter School Classroom Expansion ($1.5MM)
The Borough advertised for Design-Build proposals in October, and held the Pre-Proposal meeting on November 8th. On November 17th, a directive was given to complete a new concept design and re-advertise due to issues with an adjoining parcel. The conceptional drawings are nearly complete and re-advertisement is anticipated in December.
