Hazard mitigation…any sustained action taken to reduce or eliminate the long-term risk to people and property from natural hazards and their effects. Hazard mitigation is the only phase of emergency management specifically dedicated to breaking the cycle of damage reconstruction and repeated damage...
The Matanuska-Susitna Borough (MSB or "Borough") All-Hazards Mitigation Plan was developed to meet requirement of the Hazard Mitigation Act of 2000 Section 322 (a-b) which requires documented hazard mitigation planning on the local level for jurisdictions to retain eligibility to receive federal disaster mitigation funds. This plan is intended as a guide for reducing losses, both human and economic, du to natural disasters. This document follows the required processes of identification of hazards, mapping the potentially impact areas, tallying risks and vulnerabilities, and presenting mitigation strategies. It is understood that his plan will be revised in response to changing conditions with a significant update occurring every five years.
The primary goals of hazard mitigation are:
• Minimize injuries and loss of life;
• Minimize damages;
• Facilitate post-disaster restoration of public services; and
• Promote economic development.
To attain these goals, the MSB All-Hazards Mitigation Plan shall include measures to:
• Save lives and reduce injuries;
• Prevent or reduce property damage;
• Reduce economic losses;
• Minimize social dislocation and stress;
• Maintain critical facilities in functional order;
• Protect infrastructure from damage; and
• Protect legal liability of government and public officials.
The 2019 MSB Hazard Mitigation Plan Update includes working with the State contractor on the update of the 2013 Matanuska-Susitna Borough Hazard Mitigation Plan.
Hazard mitigation planning help communities reduce their risk from hazards by identifying vulnerabilities and developing strategies to lessen, and sometimes even eliminate, the effects of the hazard.
Some of the benefits of mitigation planning are as follows: Leads to identification, selection, and prioritization of risk-reduction actions.
