The Matanuska-Susitna Borough (MSB or "Borough") All-Hazards Mitigation Plan was developed to meet requirement of the Hazard Mitigation Act of 2000 Section 322 (a-b) which requires documented hazard mitigation planning on the local level for jurisdictions to retain eligibility to receive federal disaster mitigation funds. This plan is intended as a guide for reducing losses, both human and economic, du to natural disasters. This document follows the required processes of identification of hazards, mapping the potentially impact areas, tallying risks and vulnerabilities, and presenting mitigation strategies. It is understood that his plan will be revised in response to changing conditions with a significant update occurring every five years.
The primary goals of hazard mitigation are:
• Minimize injuries and loss of life;
• Minimize damages;
• Facilitate post-disaster restoration of public services; and
• Promote economic development.
To attain these goals, the MSB All-Hazards Mitigation Plan shall include measures to:
• Save lives and reduce injuries;
• Prevent or reduce property damage;
• Reduce economic losses;
• Minimize social dislocation and stress;
• Maintain critical facilities in functional order;
• Protect infrastructure from damage; and
• Protect legal liability of government and public officials.
The 2019 MSB Hazard Mitigation Plan Update includes working with the State contractor on the update of the 2013 Matanuska-Susitna Borough Hazard Mitigation Plan.
Hazard mitigation planning help communities reduce their risk from hazards by identifying vulnerabilities and developing strategies to lessen, and sometimes even eliminate, the effects of the hazard.

The Matanuska-Susitna Borough ONLINE Open House to allow the public to review and provide comments on the Draft Hazard Mitigation Plan update. The project page, located on the borough website, has information on this update process and the draft plan. On March 16, 2020, we will add a link to the ONLINE open house.
