On November 17th, 2020 the Matanuska-Susitna Borough Assembly will hold a public hearing on draft code ordinance 20-025, establishing standards and a permit process for Outdoor Shooting Facilities.
Comments on this draft ordinance can be submitted to the Borough Clerk's office through a Public Opinion Message form, found on the Borough Assembly page.
On October 5, 2020, Planning Commission Resolution 20-33, a Resolution of the Matanuska-Susitna Borough Planning Commission recommending approval of an Ordinance adopting MSB 17.68 Outdoor Shooting Facilities in Order to Establish Standards for Commercial, Educational, and Nonprofit Outdoor Shooting Facilities, was adopted, 6-1.
On August 3, 2020, Planning Commission Resolution 20-12, recommending Assembly adoption of MSB 17.68, Outdoor Shooting Facilities, in order to establish standards for commercial, educational, and nonprofit outdoor shooting facilities, failed 3-3.
On February 18, 2020, the Borough Assembly referred the Outdoor Shooting Range Ordinance (OR 20-25) to the Planning Commission. For more information, go to the Assembly page here.
On September 17, 2019, the Borough Assembly signed a resolution directing staff to develop a conditional use permit (CUP) process for commercial, educational, and nonprofit outdoor shooting facilities. This resolution was in response to public concerns over the safety and land use compatibility of shooting facilities located in increasingly populated areas.
This project does not regulate the discharge of firearms where the property is not open to the public on a commercial, educational, nonprofit, or membership basis.
This project does not abridge the right of the individual guaranteed by Art. I, Sec. 19, Constitution of the State of Alaska, to bear arms in defense of self or others.
Existing shooting ranges will not be affected by this ordinance unless they are expanded.
