Welcome to the Mat-Su Borough Contract Opportunities Website. This website provides contracting and surplus buying opportunities currently available through the Purchasing Division of the Matanuska-Susitna Borough.

The Purchasing Division is responsible for the centralized procurement of supplies, services, construction, professional services and surplus for the Matanuska-Susitna Borough (MSB). The mission of the Purchasing Division is to ensure that each Borough agency is supplied with the training, consulting, goods, construction, and services it needs quickly, efficiently, and economically. We cannot do this without the active participation and cooperation of the business community. We recognize that neither of us can be successful without the other. Description: Project Description: Two bridges were among the damaged sites as a result of the November 30, 2018 Cook Inlet Earthquake (DR-4413). To advance the process to procure disaster relief funding, the Mat-Su Borough (MSB) is seeking qualified firms to review the Federal Emergency Management’s (FEMA) and MSB’s information to produce an engineer’s estimate to repair the two bridges. The engineer’s estimate shall consider all phases of project development including inspection, design, permitting, and construction to produce a comprehensive estimate for both sites. 20-096P: Design Residential Solid Waste Tipping Wall Upgrades

Description: The Matanuska-Susitna Borough (MSB) is requesting proposals from qualified professional engineers to design upgrades for the residential solid waste tipping wall (The Wall) at the Central Landfill near Palmer, Alaska. The scope of work for the project is to develop engineering plans, specifications and a cost estimate for the proposed upgrades. The improvements shall include extension of the existing soldier pile wall eastward to accommodate new disposal containers, reinforcement of the existing wall as needed, and the replacement and expansion of the existing lighting system in the canopy to an energy efficient LED system. Description: The Matanuska-Susitna Borough is requesting proposals from qualified A/E firms to design an addition to a warm storage building at the Mat Su Borough Central Landfill. The Central Landfill is Located at 1201 N 49th State St Palmer, AK 99645. The existing warm storage building is 60’ x 80’. The design is for a 20’ x 80’ addition on the West side of the building for heavy equipment storage. On the East side: design a roof extension to cover the fuel tanks and fuel filling area. 20-091P: Coordinate and Facilitate Historic Preservation Plan - Phase 1 (Re-Solicit)

Description: The Matanuska-Susitna Borough (MSB) is in the process of updating its 1987 Historic Preservation Plan (HPP). In June 2019, the MSB received a certified local government grant from the State Historic Preservation Office to begin this update. This grant is for Phase I of the update: inventory of past preservation efforts, public outreach, and development of goals, objectives, and next steps for the preservation plan.

The MSB is seeking a contractor to coordinate and facilitate public meetings, and to develop a final deliverable that summarizes and synthesizes HPP Phase I planning efforts, and recommends next steps for the completion of the plan update in HPP Phase II.

20-087P: Septage and Waste to Energy Facilities for Waste Management

Description: The Matanuska-Susitna Borough (MSB) is soliciting comprehensive proposals for development of a Waste Management Project.

The MSB anticipates that the scope of services to be provided for the Project by the contractor (the “Company”) will include responsibility for designing, permitting, financing, constructing, commissioning, acceptance testing, operating and maintaining the Facility(ies) and required support facilities for an initial Term. Following the initial Term, this agreement shall remain in effect with up to two 5-year extensions unless terminated by the MSB with a one hundred eighty (180) day written notice.

The MSB desires to provide facilities for the proper management of septage and septage residuals (not currently managed by the MSB) generated within the Borough and/or the Company may also propose an approach to employ a waste management technology solution(s) to manage Solid Waste, which could generate energy/revenues and/or produce byproducts of value compared to current landfill disposal methods.

20-081P: Design Old Station 6-2 Sprinkler System and Remodel
